Health & Safety Manager
Drive HSE excellence across high-risk construction sites and inspire a proactive safety culture in every part of the operation
At OX2, we are driven by a clear purpose: to lead the shift to renewable energy. As we continue to grow our presence in Romania, we are now looking for a Health & Safety Manager to ensure that our operations meet the highest standards in health, safety, and environmental performance.
This role will play a key part in shaping and maintaining a strong HSE culture across OX2’s activities in Romania – from office environments to large-scale renewable energy construction sites, often in remote or high-risk settings. You will work cross-functionally and engage with both internal teams and external stakeholders to ensure compliance, mitigate risks, and continuously improve our way of working.
Your role and responsibilities
In this role, you will:
- Develop and implement targeted HSE strategies tailored to high-risk construction activities (e.g. wind turbine installations, electrical works, heavy lifting).
- Ensure compliance with local legislation (Law 319/2006, HG1425/2006), EU regulations, and standards such as ISO 45001, GWO, OSHA.
- Identify and assess risks across both field and office operations, including travel-related hazards.
- Lead training initiatives, such as inductions, toolbox talks, and safety simulations (often in collaboration with authorities like fire brigades or emergency services).
- Promote a proactive safety culture, engaging employees and encouraging ownership of HSE across teams.
- Conduct audits and site inspections, ensuring ongoing compliance and identifying opportunities for improvement.
- Lead investigations into incidents, accidents and near-misses, and implement corrective/preventive actions.
- Act as an advisor to project teams and local leadership, supporting HSE decision-making and process improvements.
- Represent OX2 in external matters related to HSE, including contact with authorities, clients, contractors, and partners.
- Contribute to OX2’s international HSE Forum, sharing knowledge and best practices across markets.
Your background
We believe you are a person with a passion for safety, structure and people – and someone who thrives in a dynamic and collaborative environment. To succeed in this role, you likely have:
- A Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Science, or similar.
- 5+ years of experience in an HSE role within the renewable energy or heavy construction sector.
- Solid understanding of safety practices related to wind energy projects, electrical works, crane operations and work at height.
- Strong communication skills and the ability to lead training, drive engagement and influence stakeholders.
- Experience with digital HSE tools, incident tracking systems, and documentation processes.
- Relevant certifications such as NEBOSH Construction, OSHA 30, GWO (or equivalent), are considered a strong merit.
- Fluency in Romanian and English.

This is a hybrid position based in Bucharest, with regular travel to project sites across the country. The role may involve work in challenging environments and requires the ability to perform field inspections.
